Please add BUG=204132512 and TEST=

You may want to mention what it fixes (in layman's terms) what it is doing.  Fixing the shutdown functionality, etc.  You probably want to add how you tested it as well to verify that it's working as expected.  Please be more specific, like writing out specific commands that failed previously and now are working.
