soc/intel/mtl: enable FSP uGOP config in MTL for eSOL

This patch replaces the platform-specific Meteor Lake early
sign-of-life configuration with a generic FSP uGOP eSOL configuration.

TEST=Able to build google/rex and checked the config in output.
