It does indirectly by assigning $n bus numbers to stacks.

I'm planning to drop the bus number from domain ID and use the stack index and pci_root index instead. That way the domain ID no longer depends on how many PCI buses are assigned to a stack. It would allow to add all PCI domains to the devicetree at compile time.
