DO NOT SUBMIT: Proposed libpayload changes for PCI mmio ops support

Proposal for changes to reoriganize the code submitted by Qualcomm for
CB:57614 and CB:57615.  The idea is to have every platform define
their own get_pci_mmio_cfgbase() function when needed and reuse the
rest of the code defined in pci_mmio_ops.c.
