Modify start-up timing for WWAN RW101R-GL to follow spec:
PWR_EN	 H     H    H
FCPO#    Tpr   H    H
RESET#   L    Ton   H

Tpr: delay for Power stable (>0ms)
Ton: delay for reset time   (>10ms)

TEST= Build firmware and verify on jubilant with RW101R-GL
      Measure the start-up timing sequence to meet spec
      Boot up in OS, and confirm WWAN can connect to cell site
