PS4, Line 9: Originally, scramble feature is only enabled on full-k. For fast-k
           : flow, needs to add the header config DRAMC_CONFIG_SCRAMBLE.
No matter what DRAM calibration performed, DRAM scramble should be
enabled as long as MEDIATEK_DRAM_SCRAMBLE is set y. Currently, DRAM
scramble is enabled only if full calibration is performed. Correct the behavior by adding DRAMC_CONFIG_SCRAMBLE to the header config in fast
calibration flow.
