payloads/tianocore: Rework Makefile

Rework edkii makefile so that the various build options are
unified between CorebootPayloadPkg, uefipayload_202107 and
upstream. This includes 3 new options:
* TIANOCORE_BOOT_MANAGER_ESCAPE
* TIANOCORE_HAVE_EFI_SHELL
* TIANOCORE_FOLLOW_BGRT_SPEC
