soc/amd/picasso: Drop _INI and OSFL methods
This change drops _INI and OSFL methods under _SB since they are not doing anything useful. _INI only calls OSFL and OSFL initializes OSVR if not already initialized and returns OSVR value. However, OSVR is not used anywhere and hence both these functions can be dropped.
