mb/hardkernel/odroid-h4: Add initial ODROID-H4 series support

Adds initial support for the ODRIOD-H4 & H4+ boards. Able to boot
to EDKII shell & Linux on NVME & eMMC. 2 USB ports working. However
graphic display is still not working yet.
