soc/intel/mtl: enable FSP uGOP config in MTL for eSOL

This patch enables the FSP uGOP eSOL feature for MTL SOCs.
It replaces the platform-specific Meteor Lake eSOL
configuration with a generic FSP uGOP configuration.

BUG=NA
TEST=Able to build google/rex and checked the config in output.
