amdfwtool: Move ISH before PSP L2

The amdfw.rom will be divided into 3 parts:
PSP L1, PSP L2A, PSP L2B
The two ISHs are close to L1 and can be combined as a cbfs module.
To do that, move the new_psp_dir for L1 and L2 to separated branches.
