Since you mention "thermal" in the prefix / path, I think this is enough to get an idea what this is about. So I would shorten it like this: 
  soc/intel/common/thermal: Allow configuration over PMC

Otherwise maybe this (still a little bit shorter):
  soc/intel/common/thermal: Allow thermal configuration over PMC
