northbridge/intel/sandybridge: Use C_ENVIRONMENT_BOOTBLOCK

This sets uses C_ENVIRONMENT_BOOTBLOCK on sandy-/ivy-bridge platforms.
Console setup is not yet done in the bootblock.

TESTED with both mrc.bin and native raminit (Lenovo Thinkpad T520)
