Drop USE_LEGACY_8254_TIMER, since it's not required anymore for
booting grub, despite the comment. The issue was resolved upstream

Test:
  - Boot EFI GRUB2 from TianoCore payload
    (Debian Live, Ubuntu installer)
  - Boot GRUB2 payload
