mb/{amd/padmelon,google/zork}: Do not select `VGA_BIOS`

The VGA BIOS for AMD Padmelon and Google Zork are stored in `amd_blobs`.
Do not force inclusion of VGA BIOS when `USE_AMD_BLOBS` is not enabled.
