Revert "smaug: Do not gate XUSB partitions"

The PLLU and UTMIPLL power-up sequences have been fixed in the
    kernel.  It's no longer necessary for the XUSB partitions to
    be ungated at boot.

This reverts commit 3a4a8a97c1851b6f3dd211451d9678358fac3ad7.

    TEST=Build and boot on Smaug; xHCI still works.
