on second thought, do you think if (!is_devfn_enabled(PCH_DEVFN_CSE)) and HeciEnabled=0 are same?

In first case, BIOS might still want to skip resource allocation for HECI but kernel can allocate the resource and device might be visible post boot to OS.
 where else on 2nd case, its platform policy to make Heci disable/function disable post boot to OS.
