vendorcode/eltan/security: Add dependency for menu items

Subitem for VENDORCODE_ELTAN_VBOOT and VENDORCODE_ELTAN_MBOOT are
always displayed.

Add dependency and display these items when feature is enabled only.

Tested on Facebook FBG1701.
