This patch is must for optimizing S0ix resume time of TbT (present ~65ms, before 360ms). And System resume time ~510ms (compare to 790ms before).
- NO instability observed S0ix(DPMO) and stability;
- tested fast lid/close open stress, DA & NDA suspend/resume.

Hence we need the patch with priority, as its a RO code.
