[RFC]Documentation: Plan some deprecations / mandatory features

Some old codepaths are becoming rusty and a burden to the community,
so it's best to migrate platforms to the newer codebase or deprecate
them.

When should this happen? After the 4.16 release?

TODO: Have a discussion on the ML.
