ec/google/chromeec: Update ec_commands.h and add compile_time_macros.h

Copy ec_commands.h from ChromiumOS CL:1520574 and copy
compile_time_macros.h from ChromiumOS EC repository (with some
modification to avoid compile errors).

Also, we use long-form license headers to make Jenkins happy.
