mb/google/dedede: Add ACPI configuration for USB ports

Enable USB ACPI driver. Add ACPI configuration for all the USB ports.
Since one of the USB ports is used for Bluetooth configure the
reset_gpio used by that port.

TEST=Build the mainboard.
