Based on the comments here: https://review.coreboot.org/c/coreboot/+/36627, I think it would be good to copy whatever icelake is currently doing i.e. call pch_early_init() here since it initializes GPE which is required for verstage. If there is a clean up required, it can be done as a follow-up.
