device/pnp,util/sconfig: introduce `REG8` resource type

Currently, we are misusing the IRQ resource type for miscellaneous
superio configuration registers (e.g. 0x30, 0xf0-0xfe). Introduce a new
resource type `REG8`, add it to `sconfig` as `reg8`.
