lenovo: add config ONBOARD_VGA_IS_PRIMARY

Make sure onboard GPU is selected as primary VGA device
    as it is connected to the panel by default.

Without ONBOARD_VGA_IS_PRIMARY the onboard GPU might be
    deactivated, leaving the system without a working panel.
