rockchip/rk3399: Select VBOOT_MIGRATE_WORKING_DATA
Trusted Firmware places some components in SRAM on RK3399 and therefore restricts accesses to SRAM to the secure world. This makes the vboot working data inaccessible to normal world payloads, so we need to migrate it into CBMEM.
