acpi: Add acpigen_write_OSC_pci_domain

Add dynamic PCI domain _OSC ASL generation codes, supporting both
PCIe and CXL domains.

Dynamic domain SSDT generation is not a must. It would be helpful for
some SoC codes to better fit multiple SKUs and with strong CPU
performance to run table generation logics.
