FWIW, PAD_CFG0_ROUTE_IOAPIC never defaults to 1, so we could
probably reduce this to those pads that we configure explicitly?

(I've never measured PCR reads, but I would expect it to be up to
an order of magnitude faster. Still, something measurable in ms
should be avoided.)
