wifi: Move addition of CBFS SAR file to wifi/generic/Makefile.inc

This change moves the addition of CBFS SAR file from
intel/wifi/Makefile.inc to wifi/generic/Makefile.inc to keep it in the
same sub-directory as the Kconfig definition.
