Patch Set 3:

Here's the start of the patches moving copyrights into the AUTHORS file.  We can look at additional contributors once this is finished.

I'm not worrying about blocking copyrights from going into these directories right now.  After I've gotten through the codebase, I'll do another pass and start blocking copyrights from being added at that point.
