To solve this, one option would be to have an `opt-in` FSP option for pad configuration:

- When not set, FSP does not change the state of any pads. This is what would be used in coreboot.
- When set, FSP can configure pads. This is to preserve existing functionality, in case other users of FSP do pad configuration via FSP.

I think this is a relatively simple change to implement.
