AGESA fam14: Use common callouts

Backported from fam15tn and fam16kb.

This also implements GetHeapBase() to satisfy some requirements
    of HAVE_ACPI_RESUME for the following boards:
      amd/inagua
      amd/south_station
      amd/union_station
      asrock/e350m1
