PS2: 
Johnny/Morgan/Rocky, to enable RAS error injection, CPU debug enabling alone is not enough. Should we define one VPD variable to toggle between RAS error injection enable/disable, or should we define multiple VPD variables, so that one variable is designated for one aspect, or should we take the approach of in-between?
Besides RAS error injection, are there any other use case that CPU debug needs to be enabled?
