amdfwtool: Move L1 before L2

It is more reasonable. And, in later change, the Level 1 should be
split with Level 2 and combined with EFS.

Change locate_bdt2_bios to locate_bdt_bios. This function is more
flexibile and covers L1 first and L2 first.
