device/dram/ddr2.c: Improve error returning and debug output

This patch outputs decoding errors with BIOS_WARNING instead of
depending on CONFIG_DEBUG_RAM_SETUP.

Returns SPD_STATUS_INVALID on invalid settings for tRR, bcd and tCK.
