mb/lenovo/x230s: Add MAINBOARD_HAS_LPC_TPM

With devicetree listing drivers/pc80/tpm, it is compulsory
to have the corresponding driver included in the build.
Followup work will drop the associated weak function
declaration that util/sconfig currently generates.
