soc/intel/raptorlake: Correctly set Usb4CmMode

The ACPI is adjusted based on SOFTWARE_CONNECTION_MANAGER, so set
the UPD to match this to avoid the connection type being
mismatched.

If it's mismatched, the TBT port will timeout.
