soc/amd/phoenix/Kconfig: temporary drop VGA_BIOS_FILE
The file VGA_BIOS_FILE points to is right now the Mendocino VBIOS. Since the default value probably shouldn't point to a location in site-local, drop this for now, but leave a TODO to put that back once the correct VBIOS files are available in 3rdparty/amd_blobs.
