nb/intel/common: Introduce common MCHBAR accessor functions

This adds:
 mchbar{8,16,32}_unset_and_set() functions.
 mchbar{8,16,32}_unset() functions.
 mchbar{8,16,32}_set() functions.

This will not change the binary for lenovo/t440p board.
