soc/intel/common: defining PCI dev ids and cpu id in soc directory

PCI device ids and cpu ids in common header fileis cause rebase issue
during early soc development before upstream code.
To avoid rebase issue, it's better define them in soc directory
by using below addtional configs.
CONFIG_INTEL_CPU_IDS_IN_SOC_DIR
CONFIG_SOC_INTEL_PCI_DEV_IDS_IN_SOC_DIR
