intelblocks/pep: Send All Monitor Off/On command only in FWCM case

ALL_MONITOR_OFF command is sent using DPOF.
IOM needs to be notified about ALL_MONITOR_OFF(TBT Displays OFF) only when Firmware Connection Manager(FWCM) is in use during S0ix Entry/Exit. When configured for SWCM this command should not be sent.

BUG=SYSCROS-93267
TEST= Build and boot Rex Proto-1. Verify S0ix working.
