I understand the problem but I'm not sure if this is the best solution.

src/include/bootstate.h states "BS_PRE_DEVICE - before any device tree actions take place" so if we interpret fw_config_init as a "device tree action" then it does not match the definition of BS_PRE_DEVICE, wdyt?
