mb/ocp/deltalake: Configure GPIO

On Delta Lake DVT with original UEFI firmware, dump GPIO settings
by util/inteltool and generate header file by util/intelp2m.

Tested=On OCP Delta Lake DVT, dump GPIO configurations
by Intel ITP and verify the results match with the header file.
