What would you suggest? Just change the default?

default !CAR_GLOBAL_MIGRATION

I guess we could also make it more explicit:

config ROMSTAGE_CAR_TEARDOWN
            bool
            select CAR_GLOBAL_MIGRATION

and then

depends on !ROMSTAGE_CAR_TEARDOWN

That would be a valid dependency, wouldn't it?
