Allow Tegra210 to use ARCH_ARM64_CPU_CORTEX_A57
The Tegra210 uses ARCH_ARM64_CPU_CORTEX_A57, even though it doesn't use ARCH_ARM64. Add the SOC to the depends list to make this valid.
