Updated to remove the dependencies here.  The next CL in the chain addresses this conversation moving the implementation into platform/psp_verstage/chipset.c.  Declaration occurs in src/soc/amd/common/psp_verstage/include/psp_verstage.h, and the kconfig option guards the agnostic function call.
