[WIP] mb/hp/280_g2: Make VGA port work
On this board, VGA comes from a RTD2168 DP-to-VGA chip, which is connected to the CPU's DDI-E output. Enable bifurcation (so that DDI-E gets 2 lanes) and correct the port in `gma-mainboard.ads`.
INFORMATION IS ACCURATE, BUT THIS IS NOT YET TESTED.
