Documentation: Remove out-of-date/obsolete text from ideas and GSoC pages

As a follow-on patch, remove the suggestion to restructure the docs
folder once it has been completed. Also, replace obsolete GSoC 2022
mentor information with a placeholder to be updated for upcoming
programs.
