Reland "Makefile.inc: Enable -Wtype-limits""
This reverts commit 99e836c843e6a8536348d5cc9581b5a17512a263. This relands commit c4ab50cdde4bfd01ec7509012b105c88bcf4c953.
The issues with -Wtype-limits in the vboot submodule have been resolved now, so we can enable this flag again.
