soc/intel/(cnl, jsl, tgl): Enable SOC_INTEL_COMMON_BASECODE

The patch SOC_INTEL_COMMON_BASECODE Kconfig for Comet Lake, Jasper Lake
and Tiger Lake SoCs. It allows access to intelbasecode/debug_feature.h
for Comet Lake, Jasper Lake and Tiger Lake SoCs.
